Topic Overview in Brief: e-GP in public procurement is important for introducing good governance in public procurement with the establishment of a unified national procurement framework and institutionalizing the procurement management capacity to ensure economy, efficiency, transparency, accountability, fairness and better value for money.

Objective: The major objective of the course is to provide a comprehensive understanding of the public procurement Processing and Approval Procedure in line with Public Procurement Rules 2008 and Public procurement Act 2006 for the people who have responsibility for public procurement.

Contents: Definition of Procurement & Public Procurement, PPA-2006 & PPR-2008 and all amendment, Nature of Procurement (Goods, Works & Services), Preparation of APP (Annual Procurement Plan), 5 types of Procurement methods (for Goods & Works), 8 Types of Service Methods, 4 offences in the Procurement sector, TEC & TOC formation, Tender Opening the procedure, 4 Steps of Tender Evaluation, Introducing with STD (Standard Tender Documents), Section of Tender Documents, Preparation of IFT (Invitation for Tender), Procurement processing & Approval time table, Tender Security, Performance security & Retention Money misconception, Documents Preparation of Goods, Documents Preparation of Works, CMS (Contract Management Systems) for goods, e-GP (Electronic Government Procurement) Guideline & Procedure,  Preparation of APP through e-GP system, Document Preparation & Submission of tender using e-GP system, Weakness & deficiency in the procurement arena, Practical of e-GP Tender submission, modification & withdrawal.

Who Can Attend: This course is to be favored for Procurement management professional those who are working in Public & private organization, NGO, INGO, IDA, WB, JAICA with a view to developing their specific knowledge of public procurement procedure (means PPA-2006 & PPR-2008) as well as familiar with (Electronic Government Procurement) e-GP and all of the Tenderers/Suppliers/Contractors/Consultants are participating in Government Tender through e-GP will be much benefited. In addition, the fresher Engineer and procurement job hunted people can participate in this Workshop.

Facilitator: The facilitator of this workshop is Mr. Mohammed Mizanur Rahman. He has been serving his position as a Procurement Specialist under Bangladesh Computer Council. Before that, he was as Head of Procurement of Chittagong University of Engineering Technology (CUET). And having played a role as a National Trainer of (TPoET) LGED eGP pool. A huge number of Tenderer has been trained by him personally & group wise on eGP & Public Procurement procedure.
