'DCCI-BAS PROJECT '

Introduction :
The Business Advisory Service (BAS) Project started in 1996 with the target of improving the Business Performance of Small and Medium Enterprises (SMEs) by providing services in various fields such as Trade Promotion, Managerial skills, Business Match-Making. During the first three years the Project emphasized on supporting only Export Oriented SMEs.  
 
Project Description :
Accordingly, it was decided that the second phase of the Project, started in February 1999, should adjust the tasks of the Project. Though the lerm 'Export Oriented' has been dropped, the Project's services are still open to the SMEs engaged in export marketing.  
 
Objectives :
By the end of the 1st Phase, it was realized that only a few of the SMEs in Bangladesh do have the potential for sustainable Export on their own. On the other hand a significant number of SMEs are engaged in producing for the local market.  
 
Scopes :

Program Report :
The Project renders services to existing as well as to upcoming enterprises by providing Advisory and Consultancy services and by furnishing information. The information provided coveres various demands. From industrial environment for particular products, demands for goods in the international market, sources of adequate technology up to sources of raw materials and spares. The Project also makes any kind of market information available. The Technical Assistance covers fields like Design and Sample Making, Product Development as well Marketing and other Managerial Instruments. Assistents in Direct Marketing, facilitating subcontracting and other linkages between Buyers and Sellers are also provided. Entrepreneurs receive advice for extending and modernizing their industries, etc. The support is provided by local as well as by foreign experts. Making the SMEs aware of the incentives and policy support of the Government is another important task of BAS. As an implementing agency, the Dhaka Chamber of Commerce and Industry (D CCI) with the Technical Assistance of the German Technical Cooperation (GTZ) has qualified itself to be a successful promoter of SMEs.  
 
Project Goals :
Individual Consultancy has been given to selected Companies in various fields such as Design and Technology oriented Product Development, Developing of Collections as well as of single Products, Organization of Production Procedures, Environmental Problems, Marketing Instruments as well as Direct Marketing activities, Finance Management.  
 
Project Activities :
The Project is planning to set up a Pool of Local Consultants & Trainers and to improve their services through Qualifications, Networking, Training and Facilitations of Contacts to the Target Group. DCCI decided to establish a new Human Resources and Entrepreneurship Development Institute (HREDI), which will become an extended part of the BAS Project. The Institute will render both shorter and longer duration courses. In future it should integrate all SME related services provided by DCCI. DCCI decided to establish a new Business Institute, called DCCI Business Institute (DBI). The Institute will become an extended part of the BAS Project. DCCI in collaboration with the German Technical Cooperation (GTZ) established a special project-Business Advisory Service (BAS) for Export Oriented Small & Medium Enterprises in February, 1996. In fact, BAS project is the part of a package programme called Promotion of Private Sector (PPS) projects. After successful completion of the 1st phase of the project, BAS has been extended for another three years in 1999. The project provides information and consultancy services; organise training and workshops; facilitates direct marketing and conduct studies and surveys.
